Job Description

Managing Consultant – Public Services – Complex Procurement

London / Hybrid working

Salary: £110,000–£140,000 depending on experience

SR2 is supporting a leading consultancy delivering major public sector transformation and commercial programmes, and we are looking for a Managing Consultant to join their growing public services practice.

This is a senior opportunity for someone with a strong consulting background in complex public sector procurement and commercial strategy, ideally within central government, arm’s-length bodies, or similarly regulated environments. You will act as a trusted adviser to senior clients, shaping and delivering high-value, high-profile procurements from early strategy through to mobilisation.

These engagements are typically complex, strategic and technology-enabled, covering the full commercial lifecycle from business case and market engagement through to evaluation, negotiation, contract award and implementation support.

Key Responsibilities

  • Lead complex public sector procurement and commercial programmes from strategy through to mobilisation
  • Shape sourcing approaches, commercial models and transaction strategies for government clients
  • Support clients across the full commercial lifecycle, including business case development, market engagement, ITT design, evaluation and negotiation
  • Provide insight and challenge on commercial, contractual, sourcing and supplier management issues
  • Solve problems spanning commercial, operational, delivery and policy considerations
  • Build trusted relationships with senior stakeholders including SROs, commercial leads, programme directors, legal teams and suppliers
  • Design evaluation models, incentives and performance frameworks that support value for money and delivery outcomes
  • Contribute to proposition development, practice growth and wider team capability

Skills & Experience

  • Strong consulting experience delivering complex public sector transactions under UK public procurement regulations
  • Experience acting as a commercial adviser or business partner, not just running a procurement process
  • Track record delivering complex technology-focused or business-critical procurements
  • End-to-end commercial lifecycle experience from strategy and business case through to implementation support
  • Strong commercial judgement, analytical capability and value-for-money assessment skills
  • Excellent stakeholder management and communication skills in complex environments
  • Experience working with senior stakeholders in politically or operationally sensitive settings is highly desirable
  • Eligible for SC clearance

Benefits

  • Annual bonus opportunity
  • Enhanced pension contribution
  • Car allowance
  • Private healthcare and wellbeing support
  • Flexible benefits including share schemes and tax-efficient options
