Business Development Manager – Public Sector (Housing & Construction) Location: Hybrid
Salary: £50,000 base + OTE £50,000–£75,000

About the Role We are seeking a driven and commercially aware Business Development Manager to support the growth of a forward-thinking Housing & Construction delivery business.

Working within the Public Partnerships function, you will play a key role in identifying, developing, and securing opportunities with local authorities, councils, and housing associations, helping to build a strong and sustainable pipeline of public-sector work.

This role is focused on opportunity identification, relationship development, and pipeline growth—not bid submission.
Key Responsibilities Opportunity Identification & Pipeline Management
Identify and track public-sector opportunities across housing and construction
Monitor frameworks, procurements, and market activity
Build and maintain a strong pipeline of opportunities
Track progress, conversions, and forecasting Client Engagement
Develop relationships with local authorities and public-sector bodies
Support and attend client meetings alongside senior leadership
Maintain ongoing engagement through regular communication (including monthly updates/newsletters)
Open and nurture conversations with councils to generate opportunities Opportunity Development
Support the shaping of programmes and delivery propositions
Work with internal teams (delivery, finance, construction) to develop viable opportunities
Assist in commercial positioning and programme development Bid Support
Identify opportunities and brief the Bid Writer
Support bid strategy and positioning
Contribute to proposal direction (not responsible for writing/submitting bids) About You
Experience in business development, client-side roles, or public-sector environments
Strong understanding of local authorities and how councils operate
Experience identifying opportunities within housing, regeneration, or construction
Commercially aware with the ability to spot and develop opportunities
Strong communication and stakeholder engagement skills
Organised, structured, and proactive Desirable
Experience working client-side (e.g. council, housing association)
Exposure to public-sector procurement frameworks Why Join?
