Are you a strategic thinker with a passion for delivering high-impact procurement solutions for supplies and services procurements?

Join our new Commissioning and Procurement Hub as a Strategic Procurement Business Partner and play a key role in shaping public service delivery. You will provide guidance and leadership to your service areas and a team of three, driving above-threshold procurement activities, fostering innovation, identifying savings opportunities, and representing procurement at directorate meetings and senior forums locally and nationally.

Our Commissioning and Procurement Hub collaborates with clients to develop and execute procurement strategies that meet their success criteria. We leverage collective experience and lessons learned to ensure effective approaches, supporting all stages of the commercial lifecycle and maximizing value alongside client teams.

About the role

You will manage high-value, high-risk contracts across key service portfolios: Communities, Assistant Chief Executive, Planning Growth (excluding construction), and Sustainability and Resources.

You will lead on the commissioning cycle, including business case development, market analysis, sourcing strategies, and contract management, ensuring procurement practices deliver value, innovation, and sustainable community outcomes.

Your responsibilities will include:

  1. Leading strategic procurement and commercial initiatives.
  2. Advising senior stakeholders on procurement strategies.
  3. Managing the full commissioning cycle from business case to contract management.
  4. Providing market insights, shaping supplier relationships, and exploring social value opportunities.
  5. Representing the Council externally and driving market intelligence-led innovation.

Any-Desk:

This role requires connectivity to our network for accessing digital resources, which can be from home or the office. Occasional office work is expected based on team needs.
