Site Manager - Water & Civils (MEICA) - Central London
We are recruiting for an experienced Site Manager to deliver complex water and heavy civils projects in Westminster, Central London. This role is ideal for a Site Manager with strong experience coordinating civil works alongside MEICA installation, ensuring safe, efficient and high-quality delivery on design & build schemes within regulated environments.
You will play a key role in managing site operations, coordinating design interfaces, and ensuring programme, quality, commercial and HSE targets are achieved.
The Role
As Site Manager, you will take responsibility for managing construction activities across water and civil engineering projects, ensuring works are delivered safely, on programme and to the highest quality standards. You will work closely with Contracts Managers, Project Managers, engineers and commercial teams to achieve successful project outcomes.
You will also support design development, challenge constructability issues and coordinate civils activities alongside mechanical and electrical installation phases.
Key Responsibilities
Site & Project Delivery
Manage day-to-day site operations across water and civil engineering schemes
Deliver projects safely, on programme and within budget
Lead teams of Sub Agents, Engineers and Forepersons
Ensure works are completed to specification and without defects
Produce and implement Project Plans, RAMS, ITPs and Waste Management Plans
Develop and manage construction programmes and 2-week lookaheads
Coordinate procurement schedules and resource requirements
Maintain accurate site records and diaries
Design & Buildability Coordination
Support development of temporary and permanent works designs
Review and challenge designs for constructability, sequencing and access
Coordinate civils works around MEICA installation, testing and commissioning
Manage RFIs, technical queries and design changes with internal and external teams
Ensure alignment between design outputs, methodology and site constraints
Apply knowledge of water industry standards including CESWI and WIMES
Client & Commercial Management
Act as the key site contact for clients and stakeholders
Produce accurate monthly progress and commercial reports
Identify and implement value engineering opportunities
Maintain cost control and maximise commercial performance
Chair weekly progress meetings
Essential Experience & Qualifications
Experience as a Site Manager or Site Agent within civil engineering or water sector projects
Strong knowledge of design & build projects and regulated environments
Experience coordinating civils works on MEICA-intensive water or wastewater schemes
Understanding of interfaces between civils, mechanical and electrical installations
Knowledge of CDM regulations, programme management and cost control
Ability to interpret drawings and challenge technical solutions

CSCS Black Card - Site Manager
NVQ Level 6 or 7 in Construction Site Management (or equivalent)
SMSTS (CITB)
First Aid at Work (3-day)
Temporary Works Supervisor (TWS) or Temporary Works Coordinator (TWC)
EUSR Water Hygiene (Blue Card)
Confined Space - Medium Risk minimum
Highly Desirable
NEBOSH Construction Certificate
IOSH Managing Safely
Confined Space - High Risk
Degree or HNC in Civil Engineering
Knowledge of NEC or JCT contracts
Experience using Primavera P6
CEng MICE or equivalent professional membership
