Senior Project Manager - Transport Delivery
As part of the Transport Delivery team, you will be responsible for leading and managing transport projects and business transformation initiatives to ensure successful delivery across Portsmouth. You will play a key role in maintaining continuity during a transition period, overseeing live projects and supporting the development of a more efficient and self-sufficient service.
You will be involved in the full project lifecycle, from inception through to implementation, while ensuring compliance with legislative requirements, including Digital Traffic Regulation Orders (TROs) and Moving Traffic Offences.
Key Accountabilities:
·Lead and manage transport and business transformation projects
·Oversee project delivery in line with government and council project management standards
·Manage project teams, consultants, and contractors to achieve programme objectives
·Prepare and manage project budgets, ensuring value for money and cost control
·Produce and maintain Project Initiation Documentation (PID), including business cases, programmes, risk registers, and budgets
·Manage tender processes and contract documentation in collaboration with internal teams
·Ensure successful delivery of schemes from design through to construction
·Represent the Council in meetings, consultations, and stakeholder engagement activities
·Prepare reports, including updates to Project Boards
·Liaise with internal departments, external stakeholders, and funding bodies
·Support and mentor junior project management staff
Essential Requirements:
·Proven experience in project management, ideally within transport, highways, or infrastructure
·Strong knowledge of recognised project management methodologies
·Experience managing budgets and financial reporting
·Ability to manage multiple stakeholders, including contractors and consultants
·Excellent communication and organisational skills
·Experience delivering projects from inception to completion
·Ability to work independently and lead teams effectively
Desirable:
·Experience working within a local authority environment
·Knowledge of transport legislation, including TROs and traffic management
·Relevant project management qualification (e.g. PRINCE2, APM)
