An excellent opportunity for a Senior Buyer to join a public sector organisation based in Belfast, Coleraine or Derry/Londonderry. This is a permanent, full time position. Grade: 6 (£32,564 - £38,269) Hours of work: 37 hours per week (hybrid) flexi available Job Purpose: The post holder will deliver a professional procurement service for the organisation including effective customer service and external supplier performance, to meet the procurement objectives. To make continuous improvements to help achieve the overall strategy through Category Management, best procurement practice, achieving value for money and delivering excellent goods and services. Essential Criteria: An honours degree in a relevant discipline or evidence of significant procurement experience in category management for goods, works or services. Experience conducting complex tenders across a range of commodities, services or works, to include sourcing prices, negotiating and implementing value for money Experience of contract management leading to improvements in service and benefits to customers including social, economical and environment benefits. Experience in the use of eProcurement systems, and a good understanding of the benefits of such systems Good understanding of the legal compliance of tendering and contract award activities within public procurement, and the risk factors associated with non-compliance. Excellent relationship management skills, with the ability to work collaboratively with internal and external teams to influence and deliver change. Main Duties & Responsibilities: To assist in the develop of complex specifications and carry out tender process leading to contract award for a range of commodities, services or works. To prepare and deliver annual category plans and achieve key performance indicators, focusing on value for money and delivery of benefits including Sustainability. To carry out market analysis on their specific range of commodities. To establish and maintain relationships with customers to identify needs and provide advice on current and future requirements. To skilfully manage stakeholder expectations through the identification of stakeholder management techniques. To identify opportunities to reduce duplication and streamline process in goods, services and works procurement, across all designated areas and associated customers. To manage major suppliers' performance against contracts or other arrangements. To develop strategic relationships with key suppliers. To ensure legal compliance of tendering and contract award activities and to manage risk across relevant aspect of procurement operations. To conduct financial appraisal, life cycle costing and business case development required in refining the procurement value proposition. Considers financial and non-financial implications. To plan, coordinate and deliver the input of indirect reports, colleagues and specialists, as appropriate to deliver the procurement projects.
