The Project Delivery Manager is responsible for the successful delivery of building asset/Fabric as well as hard Services and control system projects across their full lifecycle — from feasibility and design through to installation, commissioning, and handover. The role ensures projects are delivered safely, on time, within budget, and in line with asset management strategies, statutory requirements, and operational needs.
This role has a strong focus on building services, control systems (e.g. BMS, electrical, mechanical, life safety), and asset performance within occupied environments.

Key Responsibilities
Project Delivery & Management
• Lead and manage multiple capital and revenue projects relating to building assets and control systems.
• Develop and manage project plans, budgets, schedules, and risk registers.
• Ensure effective project governance, reporting progress, risks, and issues to stakeholders.
• Coordinate internal teams, consultants, contractors, and suppliers to deliver agreed outcomes.
Building Assets & Controls
• Oversee projects involving building services, BMS, electrical and mechanical systems, and asset upgrades.
• Ensure control systems are designed, installed, and commissioned to meet operational, energy, and compliance requirements.
• Work closely with asset management and facilities teams to align projects with long-term asset strategies.
• Ensure asset data, drawings, O&M manuals, and system documentation are accurate and handed over correctly.
Stakeholder & Contractor Management
• Act as the primary point of contact for project stakeholders, including clients, users, consultants, and contractors.
• Manage procurement activities in line with organisational and regulatory requirements.
• Monitor contractor performance, quality, and compliance with contracts and specifications.
Health, Safety & Compliance
• Ensure all projects comply with relevant health and safety legislation, CDM regulations, and organisational policies.
• Promote a strong safety culture across all project activities.
• Ensure compliance with building regulations, statutory inspections, and industry standards.
Financial & Commercial Control
• Manage project budgets, cost forecasts, variations, and final accounts.
• Ensure value for money and cost-effective delivery of building asset projects.
Continuous Improvement
• Identify opportunities to improve project delivery processes, asset performance, and system reliability.
• Support the development of standards, specifications, and best practice for building assets and controls.

Person Specification
Essential
• Proven experience delivering projects within the built environment, building services, or asset management.
• Strong knowledge of building assets, control systems, and building services (mechanical, electrical, BMS).
• Demonstrable project management experience across the full project lifecycle.
• Experience managing contractors, consultants, and multiple stakeholders.
• Strong understanding of health & safety and regulatory compliance in construction environments.
• Excellent communication, organisation, and problem-solving skills.
Desirable
• Formal project management qualification (e.g. PRINCE2, APM, PMP).
• Relevant technical qualification or background in building services, engineering, or construction.
• Experience working in live or occupied buildings.
• Knowledge of asset management principles and lifecycle planning.
• Experience in public sector or regulated environments.
