Job Description

This is a senior management role in Environmental Health (Housing) where you lead a team responsible for ensuring private rental properties meet legal and safety standards. You oversee inspections, licensing, and enforcement action against non-compliant landlords, including legal proceedings. The role also involves managing budgets, advising senior stakeholders, improving services, and ensuring the team delivers high-quality outcomes aligned with council objectives.


Key Responsibilities

  • Lead and manage the Environmental Health (Housing) team and oversee daily operations
  • Plan, coordinate, and deliver property licensing schemes and inspection programmes
  • Take enforcement action against non-compliant landlords, including fines and legal cases
  • Prepare and manage cases for prosecution, civil penalties, and rent repayment orders
  • Develop and implement service plans aligned with council objectives and legal requirements
  • Manage team budgets, monitor expenditure, and track income from licensing and penalties
  • Build and maintain strong relationships with internal departments and external agencies
  • Provide expert advice and prepare reports for councillors, committees, and senior management
  • Monitor team performance, set targets, and ensure high service delivery standards
  • Recruit, manage, train, and develop staff while handling performance and HR matters


Essential Skills & Experience

  • Strong leadership and team management experience within a local authority setting
  • In-depth knowledge of Environmental Health, housing enforcement, and relevant legislation
  • Experience managing complex projects, inspections, and enforcement activities
  • Ability to handle legal processes, including preparing cases and attending court
  • Strong communication skills, including report writing and presenting to senior stakeholders
  • Experience in budget management and financial planning
  • Excellent stakeholder management and relationship-building skills
  • Strategic thinking with the ability to drive change and service improvements
  • High level of IT proficiency and experience using systems for reporting and service delivery
  • Ability to motivate teams, manage performance, and adapt to changing priorities
