Good Growth is responsible for delivering and implementing the Mayor’s environment, transport and economic strategies and for the effective implementation of the London Plan. The Directorate is also responsible for regeneration (where the programme is not housing led), enterprise, growth, capital projects and design work.
About The Role
This role is in the Development Management team within Planning and Regeneration, where you will be part of a high quality statutory planning service dealing with a wide variety of strategic planning applications with competing priorities. You will be assessing major planning applications that are referred to the Mayor, and will present your planning recommendations directly to the Mayor and Deputy Mayors. You will understand how to apply the London Plan in a pragmatic and sensible way that encourages and delivers the Mayor’s objectives.
What Your Day Will Look Like
Leading pre‑application meetings with developer teams and boroughs to discuss forthcoming major developments across London and provide strategic planning advice.
Assessing planning applications of strategic importance that are referred to the Mayor and preparing written planning reports.
Presenting planning recommendations directly to the Mayor and Deputy Mayors at the Mayor’s weekly planning meeting.
Working collaboratively with other teams across the GLA including viability, the Design Unit and the Place Unit, TfL, Environment and London Plan teams.
Engaging with London boroughs and applicants to ensure delivery of Good Growth ambitions.
Skills, Knowledge and Experience
To be considered for the role you must meet the following essential criteria: Please address these in your covering letter.
Degree/post graduate qualification in planning or equivalent with eligibility for RTPI membership.
Demonstrable post‑qualification experience in dealing with sensitive planning issues, preferably within the context of handling major planning applications.
Detailed knowledge and understanding of national, regional and London strategic planning and development issues and relevant legal processes.
Excellent written and verbal communication skills – expected to present reports to the Mayor and Deputy Mayors directly.
Exceptional negotiation skills and the ability to work successfully with a range of internal and external stakeholders.

Job Purpose:
To adopt a flexible way of working which supports the delivery of the Authority’s statutory planning responsibilities for London.
To provide expert advice on, and research into, current and emerging strategic planning matters, spatial development trends and issues facing London.
Principal Accountabilities:
Lead or contribute to spatial strategies: development, monitoring and review of the Mayor’s strategies, especially the spatial and economic development, housing and transport strategies and environmental impact assessments.
Process strategic planning application referrals and negotiate Section 106 agreements.
Conformity monitoring and advice on borough development plan documents, local plans and associated statutory and supplementary planning documents.
Lead on or contribute to the production of Opportunity Area Planning Frameworks.
Briefings and reports for the Mayor, Assembly and other organisations on planning and spatial development issues.
Lead or contribute to the initiation, design, management and completion of relevant policy development projects and research.
Lead or contribute to advice on planning briefs, development proposals and the plans and strategies of other agencies especially Local Development Documents and the development plans of authorities outside London.
Lead or contribute to coordination, liaison and engagement processes necessary to address spatial development and planning issues.
Prepare responses on behalf of the GLA to complex issues raised by the public and diverse agencies.
Liaise and work with GLA group staff and external organisations including boroughs, partnerships, consultancies, academic and voluntary agencies to address the Mayor’s planning and spatial development concerns.
Represent the GLA to the Mayor’s planning and development policies, concerns and objectives to hearings, public inquiries and other fora.

Manage staff and resources allocated to the job in accordance with Authority’s policies and standards.

Person Specification – Technical Requirements:
Qualification in planning and relevant professional experience as a senior planner within a similar organisation or business environment.
Demonstrable knowledge and understanding of national, regional and London strategic planning and development issues and trends.
Technical knowledge at senior level of at least three of the specialisms set out below, including strategic spatial planning, infrastructure planning, urban design, local plan and development plan document related policy development, development management experience and project management skills.
