Principal Lawyer – Property, Planning & Regeneration (PO9) | London Borough of Lambeth | Legal Services – Core Team | Temporary | on‑going | 35 hours per week | Start date: 26 May 2026 | Location: Lambeth Town Hall, Brixton, SW2 1RW | IR35: Inside | PAYE £281.05 per day | Umbrella £381.00 per day About the Role Lambeth Council is seeking an experienced Principal Lawyer to lead on complex legal matters across Property, Planning and Regeneration during a period of organisational redesign. This is a senior post within the Legal & Governance division, providing high‑level advice, oversight and case management on major projects, development schemes and statutory planning matters. You will act as a trusted advisor to senior officers, project leads and elected members, ensuring the council’s interests are protected and that all decisions are legally robust, timely and strategically aligned. Key Responsibilities
Provide expert legal advice on property, planning, regeneration and development matters. Lead on complex commercial property transactions, regeneration schemes and development agreements. Advise on planning law, Section 106 agreements, CIL, enforcement and statutory processes. Draft, negotiate and review high‑value contracts, leases, licences, land transfers and related documentation. Support major regeneration and capital projects, ensuring legal compliance and risk management. Represent the council in negotiations with developers, external partners and stakeholders. Provide clear, strategic legal advice to senior officers and elected members. Manage a varied and demanding caseload, ensuring deadlines and statutory requirements are met. Contribute to service improvement, knowledge sharing and best‑practice development within the Legal Services team. Support junior lawyers and paralegals through supervision, mentoring or informal guidance where required.
About You
A UK‑qualified Solicitor, Barrister or Chartered Legal Executive with a current practising certificate. Significant post‑qualification experience in property, planning and/or regeneration law within local government or a comparable environment. Strong understanding of local authority powers, governance, statutory duties and decision‑making frameworks. Proven ability to manage complex, high‑value and politically sensitive matters. Excellent drafting, negotiation and analytical skills. Confidence advising senior stakeholders and presenting clear, solution‑focused legal advice. Ability to work independently, manage competing priorities and deliver at pace.
