Spencer Clarke Group are working in partnership with a South London Borough to appoint an experienced Payroll Manager to lead and oversee a large-scale payroll function.
This is a senior leadership role responsible for ensuring the accurate, compliant and timely delivery of payroll services across a complex organisation.

The Role
The successful candidate will take full responsibility for the Council's payroll function, delivering a high-quality, compliant service across a large workforce and pension scheme.
Key responsibilities:
Lead the delivery of payroll services for 6,500+ employees and 8,000+ pensioners Act as the Council's subject matter expert on payroll legislation and compliance Ensure accurate and timely payroll processing in line with HMRC and statutory requirements Manage payroll controls, audit processes, and reporting to minimise risk and error Drive continuous improvement across payroll systems, processes and service delivery Lead on SLA management, contract negotiations, and value-for-money initiatives Work closely with senior stakeholders across Finance, HR, Legal and external bodies Manage, develop and performance-manage the payroll team
About You
You will ideally have:
Extensive experience managing large-scale payroll operations, ideally within Local Government Strong knowledge of PAYE, National Insurance, pensions and HMRC legislation Understanding of Local Government terms & conditions (NJC, Teachers, Soulbury) Proven ability to interpret and apply complex legislation Experience managing teams, budgets, and working to strict deadlines Strong stakeholder management skills with the ability to influence at senior level Experience improving payroll processes, systems and controls Relevant qualification or significant equivalent experience
