Sheer Jobs Limited is recruiting on behalf of a local authority client for an experienced Interim Head of Schools Programmes, PFI & BSF to lead a high-profile education capital programme valued at approximately £80m.
This is a pivotal leadership role, offering the opportunity to drive delivery across schools expansion (mainstream & SEND), PFI contract management, and BSF programmes, while supporting the modernisation and sustainability of the education estate.
You will work closely with senior leadership, providing strategic oversight and ensuring projects are delivered at pace, to a high standard, and in line with Net Zero ambitions.
Key Responsibilities
Lead delivery of a complex education capital programme (£80m+)
Manage multidisciplinary teams including Programme Managers, Project Managers, and PFI/BSF specialists
Oversee PFI contract performance, compliance, and contract expiry strategy
Drive schools expansion programmes (mainstream and SEND)
Act as Intelligent Client across all education capital projects
Ensure delivery aligns with DfE standards, Building Bulletins, and regulatory requirements
Embed sustainability and Net Zero objectives across all projects
Lead stakeholder engagement with DfE, senior education leaders, Headteachers, and Diocese
Oversee budgets, risk management, programme planning, and reporting
Procure and manage external consultants and delivery partners
What We’re Looking For
Proven experience operating at Head of Service / Senior Programme Director level within local government or similar
Strong track record delivering schools capital programmes (expansions, condition, SEND)
Extensive experience managing PFI and BSF contracts
Deep knowledge of DfE frameworks, building regulations, and public sector procurement
Strong commercial acumen with experience in JCT / NEC contracts
Demonstrated leadership of large multidisciplinary teams
Experience delivering sustainable, compliant built environment projects
Qualifications
Degree in a Built Environment discipline (e.g. Engineering, Surveying, Architecture)
Professional membership: RICS, CIOB, RIBA or equivalent (essential)
Project Management qualification (APM, RICS, CIOB or equivalent)
