Aatom Recruitment is currently supporting a local council in appointing an Interim Head of Capital to lead and deliver the Council’s capital finance function during a key period of transformation.
We are seeking a highly motivated and experienced Capital Accountant to step into a pivotal Strategic Finance Business Partner role within a forward‑thinking Finance department. This is an opportunity to play a key role in a council committed to improvement and innovation despite ongoing sector challenges.
The Council is investing in its Finance Modernisation Programme, driving positive organisational change. As part of this transformation, you will be instrumental in supporting and developing an ambitious capital programme, helping shape the Council’s long‑term financial strategy.
We are looking for a chartered accountant with strong local government finance experience and a solid background in capital accounting. In this technical lead role, you will be responsible for all aspects of capital finance for the borough.
You will be supported by a team of two Finance Business Partners and two Assistant Finance Business Partners, working closely with project managers, corporate directors and senior finance colleagues. Providing expert advice and ensuring accurate financial treatment in line with CIPFA Capital Finance guidance will be central to your role.
The capital programme spans both the General Fund and Housing Revenue Account (HRA). You will manage complex areas including IAS 38, HRA developments and acquisitions, grant funding opportunities and resource optimisation, ensuring value for money throughout.
We are seeking a dynamic leader with proven managerial experience who can inspire and develop their team to drive performance and professional growth.
Role Purpose
* To lead and manage all aspects of capital finance across the Council, including the General Fund and HRA.
* To act as a Strategic Finance Business Partner, supporting senior leadership with robust financial planning and decision‑making.
* To support the Head of Finance and Section 151 Officer in ensuring compliance with statutory requirements, financial regulations and best practice.
* To provide expert advice on complex capital finance matters and support delivery of the Council’s financial strategy.
Essential Requirements
* CCAB‑qualified accountant (e.g. CIPFA, ACA, ACCA, CIMA).
* Significant local government finance experience with strong capital accounting expertise.
* Proven leadership and people management experience.
* Strong working knowledge of CIPFA Capital Finance guidance and statutory accounting.
* Experience advising senior leadership teams and elected Members.
* Excellent communication and influencing skills
