HSEQ Manager (Facilities Management)


ISS Facility Services UK are now seeking an experienced HSEQ Manager to provide critical, hands-on Health & Safety support to the operational Hard FM management team.


This role focuses on improving HSEQ performance across government contracts within the Central and North regions, with additional support to the wider portfolio as required. The post holder will play a key role in embedding consistent, high standards of health, safety, environment and quality across Hard FM operations.


Working closely with operational managers, the HSEQ Manager will lead the development, review and maintenance of Occupational HSEQ management systems. The role requires a confident, client-facing professional who can influence, advise and support teams to create and sustain safe working environments across Central and Northern England and Wales.


Key Responsibilities


  • Conduct regular, unannounced site audits and inspections to verify compliance with RAMS and safe systems of work, producing detailed reports and tracking corrective actions to closure
  • Support the production and review of risk assessments, method statements and toolbox talks, advising on hazard identification and proportionate control measures
  • Lead accident, incident and near-miss investigations using root cause analysis, including completion of RIDDOR notifications and internal reporting
  • Develop and deliver safety briefings, toolbox talks and formal training sessions, including asbestos awareness, manual handling and PPE use
  • Review, maintain and develop health and safety policies and procedures, ensuring alignment with CDM Regulations, HSE guidance and industry best practice
  • Act as the principal health and safety advisor to operational directors, managers and site teams, and as the key health and safety liaison with clients and subcontractors
  • Manage the appointment and training of Responsible Persons for high-risk activities such as work at height, hot works and isolation of fire and life safety systems
  • Develop and monitor health and safety KPIs and dashboards, identifying trends, systemic issues and leading continuous improvement initiatives


Professional and Personal Competencies / Qualifications

  • Strong HSEQ background
  • Experience within the facilities management industry
  • Hard services FM experience desirable but not essential
  • Strategic thinker with the ability to influence positive change in Hard FM delivery
  • Detail-oriented with a strong focus on accuracy and quality
  • Confident and professional when engaging with clients and stakeholders
  • Willingness to travel regionally by car or train
