Project
The Lower Thames Crossing (LTC) is a major new road infrastructure scheme linking the A2/M2 in Kent with the A13 and M25 in Essex via a 2.6 mile twin bore tunnel beneath the River Thames—the longest road tunnel in the UK. The 14.5 mile route incorporates new approach roads, upgrades to existing highways, and significant structures including bridges and viaducts.
Role Overview
We are seeking an experienced Health & Safety Manager to support delivery on the Lower Thames Crossing, providing strong leadership across all aspects of health and safety on this nationally significant infrastructure programme. Working closely with the project leadership and HSQE function, you will play a key role in ensuring compliance with legislative and project requirements, while driving a proactive, high-performing safety culture aligned with Zero Harm principles.
Main Responsibilities
Planning, Management & Coordination
Support the development and continuous improvement of the project H&S and Wellbeing Management System
Ensure compliance with CPP, RAMS, and project controls across all work packages
Coordinate safe systems of work with the client, Principal Contractor/Designer, and subcontractors
Provide H&S input into construction methodologies, risk assessments, and planning activities
Support and guide site-based H&S teams
Risk Management & Compliance
Embed major risk frameworks and Life-Saving Rules into day-to-day operations
Promote a culture of shared responsibility and Stop Work authority
Oversee high-risk activities including plant operations, temporary works, and isolations
Strengthen risk controls across all phases of delivery
Contracts, Claims and Final Accounts
Administer subcontract and main contract obligations including variations, early warnings, compensation events, and change management.
Support the preparation and substantiation of claims where required, ensuring accurate records and commercial protection.
Drive timely commercial close-out of packages, including agreement of final accounts and resolution of outstanding matters.
Incident Investigation & Improvement
Lead incident investigations and root cause analysis
Drive transparent reporting and a culture of continuous improvementProduce learning briefs and ensure close-out of corrective actions
Monitor and analyse safety performance trends
Site Safety, Inspections & Engagement
Conduct regular site inspections focused on critical risk activities
Maintain a visible presence on site, reinforcing safety standards
Engage with the workforce to promote behavioural safety and accountability
Training, Communication & Culture
Support delivery of the project H&S training and competency framework
Deliver briefings on key risks, Life-Saving Rules, and emergency procedures
Promote a strong, positive safety culture across all teams
Emergency Preparedness
Ensure effective and compliant emergency response arrangements are in place across the project
Candidate Profile
Education & Experience
NEBOSH General Certificate or equivalent (Diploma preferred)
NVQ Level 5 or 6 in Occupational Health & Safety (desirable)
Significant experience within civil engineering or major infrastructure projects
Proven background in H&S leadership and management systems
Strong experience in incident investigation and root cause analysis
Typically around 10 years’ experience, including team leadership or management responsibility
Experience working within large-scale construction or engineering environments
