Job Title: Head of Project Controls & Planning Location: Farnborough, England, United Kingdom Role Type: Permanent – Full Time Global Grade: GG15 Location: Farnborough or Malvern with three days per week on site Role ID: 19924 Role Purpose:
Lead and transform the Project Controls Office for the UK. Be responsible for the policy and key process for Project Controls and Planning across the Group. Lead the Project Controls for the UK and drive improved productivity and performance through robust controls and discipline. Improve project planning and baseline controls to be more effective and impactful. Lead the consolidation of the UK PMO’s into a single engaged and efficient Project Controls Office for the UK. Improve the management and balance of risk across the UK portfolio. Develop the capability to deliver the UK Portfolio and fulfil our requirements. Improve the managing of risk and opportunities across the portfolio. Deputise for the Group Portfolio Director.
Key Accountabilities
Delivering the right leadership for the changes required to improve project controls and planning to enable the change in performance required at QinetiQ. Standardising and simplifying our process, practice and reporting to make them more effective and efficient and easy to follow. Building a portfolio of the businesses Bids, Projects of Records & Projects of Concerns management system. Improving the talent and capability across the Control & Planning teams. Implementing a right sized solution based on complexity and volume modelling. Delivering standardised and intelligent reporting to the business as a service. Providing the second line of assurance across the Group for Project Controls. Improving the configuration controls of our Project Baselines and Configuration Management of change. Implementing an effective risk and opportunity management process and practice across the group. Improving the project forecasting process to enable early warning on schedule and cost variations.

People and Organisational Development: develop long-term skills and capabilities of the team to ensure talent development and succession planning. Team Leadership: focus, align and build effective teams across the sector, including the development of P3M skills and process, supported by appropriate tools. Improve project outturn predictability across the portfolio. Deliver PCO professional standards, policy and procedures. Deliver to internal service delivery plan, supported by appropriate tools and processes. Maintain and improve employee engagement. Accurate workload forecasts for demand planning across the business. Management of risks, issues and changes at the business level.
Experience & Qualifications
Bachelor's degree in Engineering, Technical or business field is preferred. Advanced degree in an appropriate field is preferred. International experience, operating effectively with international stakeholders and boundaries. Extensive cross-discipline Project Controls experience. Extensive governance and assurance delivery experience. Professional body chartership. Extensive experience in Project Controls – employers often look for candidates with years of experience in cost control, scheduling, and risk management. Leadership & management skills – since this is a senior role, strong leadership and decision-making abilities are crucial. Data analytics & change control – the ability to analyse project data and implement change control processes is highly valued.
