Sheer Jobs is recruiting for an experienced Head of Commercial (Contracts, Property & Planning) to lead a high-performing legal function. This is a senior leadership role responsible for overseeing complex legal matters across contracts, planning, highways, and property, while supporting key corporate priorities. Key Responsibilities

Lead, manage, and supervise a team of contract, planning, and property lawyers. Negotiate and complete legal agreements including S106, S38, and S278 agreements, along with associated licences relating to planning and highways matters. Provide expert legal advice on all planning and highways-related issues. Attend and advise at Planning Committee and other council committees as required. Actively contribute as a member of the Legal Services Management Team. Deliver member training and support governance across the organisation. Deputise for the Monitoring Officer, including attendance at high-level meetings. Support and progress the organisation's wider corporate agenda.

Essential Experience & Skills

Qualified solicitor, barrister, or equivalent legal professional. Extensive experience in contracts, property, planning, and highways law. Strong leadership experience managing legal teams. Proven ability to negotiate complex legal agreements. Experience advising senior stakeholders and committees. Excellent communication, governance, and stakeholder management skills.
