Job Description

We are subject to robust scrutiny from airline customers, our regulator and government, and our shareholders rely on us to provide a capital regulatory framework that establishes a business that is stable, financeable, and profitable.

The scope and complexity of Heathrow’s strategic programmes and capital regulation requires clear efficient processes that adhere with our regulatory responsibilities ensuring we protect shareholders investments through efficient recovery of capital investment through the regulated asset base. This role requires a proactive individual who has strong leadership and stakeholder management skills along with high energy to inspire, influence and lead both the Programme teams and the Airline community.

Key Responsibilities

• Development & delivery of the Capital Framework & Protocol to ensure Heathrow maximises efficient capital investment delivery with minimum delays, risk or uncertainty. The core focus of the role is to provide integral capital framework foundations to enable the outperformance of benefits delivery whilst protecting the regulated asset base and shareholder investment.
• Ensuring that all capital investment is incurred in a manner which ensures inclusion in the Regulated Asset Base with end to end leadership and management of Ex Ante and delivery obligations.
• Ensuring that Heathrow maintain and continue to grow strong Airline community working relationships, working together to support Heathrow’s strategy to deliver an extraordinary airport fit for the future through our capital investment.
• Ensuring that our programme teams are fully supported across all regulated capital requirements.
• The deployment, engagement with, and performance of the Independent Fund Surveyor, who are jointly appointed by Heathrow and the AOC.

Essential Skills and Qualifications

• Professional qualifications (membership of an appropriate institution) or evidence demonstrating continued personal development.
• Extensive knowledge of how economic regulation is reflected in Heathrow processes and how Solutions responds to the issues.
• Proven ability to work collaboratively with other teams and external stakeholders to achieve a common result.
• Strong collaborative working skills are essential, as is the ability to model and demonstrate appropriate behaviours to implement the change and generate a culture of continuous improvement.
• Strong stakeholder skills, the ability to manage ambiguity & influencing skills, and strong and inspiring leadership skills, able to create a clear vision for the future and effective at motivating others to follow.
• An effective problem solver with high intellectual capability, with record of applying a challenging and analytical approach to complex issues and developing innovative yet pragmatic solutions.

Working Location

Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of Heathrow. Working arrangements vary from team to team and will be confirmed during the recruitment process. You’ll need to be based in the UK and within a commutable distance to Heathrow.
