The Workplace Solutions Team (WPS), reporting to the Finance Director, is responsible for delivering effective facilities management services, project and asset management and lifecycle planning across the FCA’s property portfolio. The team continually seeks to enhance performance, value and service resilience. Facilities Management contracts covering hard and soft services began in mid-2022 and are scheduled for retendering during 2026. This role supports the Head of Department, ensuring a cohesive and robust approach to high-quality service delivery, with direct management of all WPS projects and oversight of hard services through our FM provider.
The Facilities Manager (Hard and Project Services) will manage general FM responsibilities and ensure statutory compliance through collaboration with our provider. The role plays a key part in the continuous improvement of service delivery, adopting best practices and efficient methods. WPS operates across FCA locations in Stratford, Edinburgh and Leeds, managing a £55m annual budget with a team of approximately 220, including colleagues working for supply partners.
What will you be doing?
- Oversee all maintenance and operational requirements for all FCA buildings and occasional ad hoc property interests, including but not limited to Statutory Compliance, Mechanical and Electrical Infrastructure, Maintenance Systems (planned, reactive etc,) fire and associated life safety systems, workplace electrical safety, plumbing (Public Health Systems) and HVAC
- Work closely with a range of FM providers, supporting and directing their operations as required, while ensuring all FCA documentation, especially Statutory Documentation, is up to date and presented to a high standard
- Ensure FM providers deliver maintenance services to the highest standards, with operatives possessing and applying the required technical skills
- Engage with landlords and their teams as needed and be available to visit FCA sites outside of London when required
- Collaborate with FCA colleagues on a wide range of projects, from initial discussions and developing briefs, to appointing professional teams and advisors, ensuring timely and professional project execution in line with FCA rules
- Negotiating and appointing external consultant support, manging these relationships to ensure successful outcomes and work to ensure solid professional relationships.
- Act as a key member of the WPS management team, deputising for the Head of Department when necessary

Which skills are required?

Minimum
- Experience as a Chartered Engineer in either electrical or mechanical discipline, with a broad range of expertise across both areas, supported by degree-level education or equivalent training
- Experience gained from managerial, leadership, or practical backgrounds, demonstrating strong technical knowledge, IT and analytical skills and the ability to produce high-quality descriptive documents to support projects or funding applications
- Experience working with FM providers, familiar with managing major FM contracts with significant annual spend, willing to travel to non-London centres and leading and motivating teams to deliver high standards and drive continuous improvement
- We are a data led organisation, so a higher level of IT skills is required.
Essential
- Degree/Qualification in Mechanical or Electrical engineering
- Project management skills with the ability to manage processes effectively
- Ability to work collaboratively across different functions of the business
