Job Purpose
To lead the development and delivery of the Council’s Equality, Diversity and Inclusion (EDI) strategy and programme of work. The role is responsible for driving organisational culture change through an EDI lens, ensuring inclusive practices are embedded across the Council’s people management frameworks, leadership approaches, and service delivery.
The EDI Manager will provide expert advice and guidance to HR colleagues, senior leaders, and services to support the development of an inclusive workplace culture that aligns with the Council’s strategic and operational priorities.
Key Responsibilities
EDI Strategy and Delivery
Lead the development, implementation and monitoring of the Council’s Equality, Diversity and Inclusion strategy and associated action plans.
Design and deliver innovative EDI programmes that support organisational priorities and promote inclusive practices across the Council.
Ensure equality, diversity and inclusion are embedded into the Council’s policies, processes and organisational development activities.
Monitor progress and impact of EDI initiatives and provide insight and recommendations for improvement.
Organisational Culture and Change
Lead and support organisation-wide culture change initiatives with a strong EDI focus.
Work with leaders across the Council to promote inclusive leadership and behaviours.
Support the integration of EDI principles into organisational development, workforce planning and change programmes.
HR and Organisational Development Support
Provide specialist EDI expertise and advice to HR colleagues and senior leaders on matters relating to inclusion, leadership, performance management and employee engagement.
Support the development of inclusive people management frameworks and organisational policies.
Work collaboratively within the HR and Organisational Development teams to ensure EDI is embedded across all people-related initiatives.
Learning and Development
Lead the design and delivery of learning and development initiatives that support inclusive leadership, equality awareness and cultural competence.
Work with HR and learning teams to ensure EDI principles are incorporated into leadership development and staff training programmes.
Stakeholder Engagement
Build strong relationships with stakeholders across the Council, including senior leaders, managers, HR colleagues and staff networks.
Work in partnership with internal and external stakeholders to develop and deliver EDI initiatives that meet organisational and community needs.
Promote engagement and participation in EDI initiatives across the organisation.
Programme and Project Management
Lead and manage EDI-related projects and programmes to ensure successful delivery and impact.
Coordinate activities across teams and services to ensure alignment with the Council’s strategic objectives.
Track progress and provide updates to leadership on key EDI initiatives and outcomes.
Key Skills and Experience
Strong knowledge of equality, diversity and inclusion principles and best practice.
Experience of leading or delivering EDI strategies or programmes within a complex organisation.
Ability to influence and work collaboratively with senior leaders and stakeholders.
Experience of organisational development, culture change or employee engagement initiatives.
Strong project management and programme delivery skills.
Excellent communication, facilitation and relationship-building skills.
