We are recruiting a Dual Workforce Efficiencies Operations Lead to join our jointly contracted Workforce Efficiencies Team, working across Cornwall Partnership NHS Foundation Trust (CFT) and Royal Cornwall Hospitals NHS Trust (RCHT). This is a key role driving workforce transformation across the Cornwall and Isles of Scilly health and care system. In this role, you will lead and oversee major workstreams focused on cost improvement, productivity, quality and new ways of working. Your leadership, analytical insight and partnership‑based approach will help both Trusts optimise their workforce resource—delivering system-wide improvements that support high‑quality patient care. You will operate with a high degree of autonomy, visibility and influence, working closely with senior leaders and system partners to shape strategic workforce priorities. Key Responsibilities
Lead, manage and develop the Workforce Efficiencies portfolio, ensuring delivery of agreed programmes, KPIs, SLAs and financial targets. Design, plan and implement new programmes of work that support Trust and system priorities. Work collaboratively with senior stakeholders across both Trusts, the wider system and national bodies. Drive innovative workforce solutions, new workforce models and improved processes that support productivity and cost efficiency. Analyse complex workforce data, produce high‑quality reports and present business cases to executive and board-level audiences. Review and optimise workforce systems, digital tools, processes and service models. Ensure improvement initiatives are successfully embedded and transitioned into business‑as‑usual operations. Lead research, benchmarking, audits and benefits‑realisation activities to support ongoing improvement and organisational learning.
