Digital & Technology Programme Manager – Local Government - IDOX & Alloy Systems
Our longstanding client that operates within local government is hiring a Digital & Technology Programme Manager who has stong experience stakeholder engagement and supplier contract management skills. The successful candidate will lead the implementation of high-profile case management software projects, including those involving IDOX and Alloy systems. This is a 6 month rolling project to be based in South West London one to two days per week paying circa £600 per day inside IR 35.
Only candidates who have recent Local Government or Council Experience acting as Technology Programme Manager will be considered.
Role Overview
The Digital Programme Manager will be responsible for overseeing the delivery of digital transformation initiatives across key service areas such as Public Protection, Planning, Public Realm, Highways, Land Charges, and Parking. The role includes managing in-flight projects, initiating new ones from scratch, and ensuring successful outcomes through effective leadership and coordination.
Key Responsibilities:
Lead the end-to-end delivery of digital case management software implementations across multiple departments.
Manage both in-flight and pipeline projects and initiate new projects from the ground up.
Collaborate with stakeholders to define project scope, objectives, and deliverables aligned with strategic goals.
Oversee project timelines, budgets, and resources to ensure successful delivery.
Coordinate cross-functional teams including IT, service leads, and external vendors.
Ensure compliance with local government regulations and data governance standards.
Monitor project risks and implement mitigation strategies.
Report progress to senior leadership and provide regular updates on milestones and outcomes.
Drive user engagement and change management activities to support adoption of new systems.
Manage supplier relationships and contracts effectively to ensure value and performance. Essential Skills and Experience:
Proven experience managing digital programmes within a local government setting is a must have.
Demonstrated success in delivering complex, multi-departmental Digital and Technology projects is must have.
Excellent stakeholder management and communication skills.
Experience in supplier contract management and vendor negotiations is a must have.
Knowledge of public sector procurement and governance processes is a must have.
Ability to lead and motivate cross-functional teams.
Project management experience using both Waterfall and Agile methodologies is a must have.
Strong analytical and problem-solving skills.Desirable Attributes
Strong understanding of case management systems, particularly IDOX and Alloy or other Local Government Case Management software
Experience with systems used in Public Protection, Planning, Highways, or Parking services
