Development Management - Team Leader, Maldon DC About the Role Temporary, Full TimeLocation: MaldonClosing Date: 20th April 2026£65 per hour umbrella Essex County Council (ECC) are delighted to be supporting Maldon District Council to recruit a Development Management - Team Leader for an initial 3‑month temporary contract. The role requires a presence on site 2 days a week (compulsory Wednesday) and attending meetings when required. The Opportunity Maldon District Council seeks a qualified and experienced individual who can lead and support a team of Planning staff during a busy period and temporary management absence. This role will provide guidance to ensure compliance, good practice, risk management, and enable the Council to deliver Development Management services. Responsibilities include supporting the existing Team Leader, managing a small caseload of major applications, pre‑applications and PPA. Key Responsibilities
Support the existing Team Leader in managing development management officers. Provide effective operational leadership with high service delivery standards. Ensure compliance with statutory regulations, legislation, professional codes of conduct and health‑and‑safety requirements. Support the delivery of projects, interventions and initiatives and develop policies in line with corporate and business plans. Ensure and develop appropriate levels of quality and knowledge within the team to achieve high customer service standards; apply timely performance management. Ensure enquiries, complaints and cases are managed and completed at the appropriate level. Effectively manage officer performance to deliver priorities and provide regular reporting. Be a role model demonstrating authenticity, integrity, resilience and compassion, focusing on communication, personal development and wellbeing.
The Experience You Will Bring
Demonstrable expertise and experience across the broad remit of the role, able to work at the required level. Experience of management, leading and ensuring high standards of customer delivery, balancing strategic support and practical operational management. Experience and knowledge of a Local Authority Planning Department and associated regulations and governance arrangements. Educated to degree level in Planning or a relevant subject. Thorough working knowledge of planning practices, methodologies and legislation. Membership of the Royal Town Planning Institute or equivalent.
