Are you a Senior Quantity Surveyor, Senior Cost Manager or Quantity Surveyor with NEC3 experience looking to work on a truly iconic project for the client HS2 as Commercial Manager?
This is your opportunity to be part of the £4.19 billion HS2 London Tunnels Main Works contract, providing client oversight to the SCS Joint Venture (Skanska, Costain, Strabag). With over £50–£70 million in monthly spend, this is one of the most complex and high-profile civils packages in Europe.
London Tunnels Main Works Civils Contract consists of 13 miles of twin-bore tunnels (26 miles total) between West Ruislip and Euston, using six Tunnel Boring Machines (five operating simultaneously), along with shafts, green tunnels, under bridges, cross passages, utility works, and associated infrastructure, 4 years left on the project.
The Role
As a Commercial Manager, you’ll play a key part in the post-contract commercial delivery of this major NEC3 Option C civils package. Working within a lean client team, you'll support a Senior Commercial Manager managing Assistant Commercial Managers & Contract Administrators, while also taking commercial ownership of large sections of the project. You will lead on high value complex compensation events negotiating directly with the main contracting JV
This is a hands-on role with meaningful responsibility. You’ll be responsible for:
* Provide commercial assurance to the Head of Commercial for all delivery activities,
* Manage contracts to maintain strong commercial control and ensure effective contract administration under NEC3, including:
* Assessing variations and compensation events
* Reviewing contract payments and performance incentives
* Ensure accurate cost verification across all projects.
* Review and analyse monthly supply chain reports to monitor and improve performance.
* Contribute commercial data to monthly business reports and contract reviews.
* Participate in monthly performance reviews and support updates to final cost estimate.
* Assist in resolving supply chain disputes and contractual issues.
* Offer day-to-day commercial and contractual advice to the client team.
* Identify and assess opportunities for cost savings and support the development of business cases for approval.
* Help foster a collaborative and high-performing Integrated Project Team (IPT), encouraging innovation and sharing of best practice.
* Manage and support the commercial relationship with key contractors.
* Review project cost estimates at all stages.
* Manage and develop commercial staff (Ass Commercial Manager) by setting objectives, monitoring performance, and ensuring skills development.
* Contribute expertise to improve contract and commercial management processes, policies, and standards.

What We’re Looking For
✔️ Degree-qualified Senior Quantity Surveyor, Senior Cost Manager or superb Quantity Surveyor
✔️ Experience with NEC3 or NEC4 contracts, particularly in post-contract administration
✔️ Experience in civils/infrastructure, rail, heavy civils, highways, utilities, etc
✔️ Familiarity with CEMAR or similar contract management platforms
✔️ Strong communicator and collaborator
✔️ Self-starter with an appetite to grow and learn
✔️ Comfortable managing multiple tasks in a fast-paced environment
