Who are we looking for?
As we build on our successful inclusion on several Public Sector frameworks, including Network Services 3, we are seeking a highly motivated and detail-oriented Framework and Bid Systems Manager to join our dynamic Proposal Management Team. This will play a key role in the onboarding of new frameworks across the whole business and be responsible for the ongoing management in line with Framework compliance and delivery policies.
What will you be doing day-to-day?
- Supporting colleagues in the application to new and renewal of existing frameworks. Quickly assimilating contractual requirements and coordinating business responses to ensure compliance commitments are within our own acceptable business scope, including those requiring accreditations and certifications.
- Ensuring all paperwork and documentation before submission and after result notification, is completed and sent in a timely manner to the Crown Commercial Service and other framework owners. Working with key stakeholders across the business to ensure documentation is checked and signed off at the appropriate level.
- Completing all MI reporting requirements on time and with accuracy. Undertaking required internal audits and ensuring the business is ready for any external audits by maintaining strict control of data, contracts, and digital records.
- Collaborating with Business Change teams to help them understand commitments made by Gamma and to ensure these are implemented within timescales and are communicated across relevant stakeholders and required actions are tracked and completed as necessary.
- Coordinating the preparation of Service Offerings and ensuring they are compliant with Crown Commercial Service requirements and uploading to appropriate platforms. Maintain these throughout the life of the Framework contract and work with Sales teams to ensure their knowledge of service offers are updated and accurate.
- Working with the Enablement function to develop a comprehensive training programme for Sales to understand new frameworks, the Lot and pricing structures and the contractual and governance requirements for each framework.
- Working with Commercial Governance to ensure contractual paperwork is reviewed, marked up for sales, and highlight clauses that need specific approval and guidance when sales are selling. In addition, ensure any third-party supplier commitments/requirements are clearly understood and complied with for all orders.
- As part of onboarding a framework, work with IT to ensure technology is updated, correct reports are organised, and that the technology is enabled to ensure accurate recording of opportunities.
- Be the prime contact for Framework owners, attending service reviews with Crown Commercial Service, utilising data, and intelligence from these meetings to inform the business on successes and anything that would influence future responses to opportunities.
- Work with Sales Operations to build a knowledge base of relevant framework data on solutions, bids responded or not responded to, and the reasons.
- Undertake process mapping and recording for future reference and making sure these maps and processes are tested and effective as training tools.
- When required, supporting the Bid Team with tenders and Security/Due Diligence questionnaires, especially during excessively busy times.
- Be a central point of contact for Proposal platforms and any future systems employed by the team, including the application of AI and its impact on the ways of working.
What you’ll need:
- Ability to communicate clearly with colleagues across the business to coordinate framework application responses and compliance requirements.
- Confident communicator, able to lead discussions internally with key stakeholders including senior management and effectively communicate with external bodies, including Crown Commercial Service.
- Ability to manage conflicting priorities, setting up systems to ensure personal deadlines. Excellent organisational skills with the ability to handle multiple tasks and manage competing priorities effectively.
- Ability to read and understand Framework specification and requirements and able to communicate these to those involved in the bid process.
- Understand and able to follow instructions around submission of completed framework application.
- Ability to challenge others' understanding of requirements and ensuring the business is compliant and not vulnerable to potential risks.
- Ability to work in a team, sharing responsibility for team performance and quality standards.
- Willingness to support wider bid team with workloads, including bids, security questionnaires, and systems management processes.

- This role requires hybrid working from our Portsmouth Office.
