Job Opportunity: Assistant Network Planning Officer

Join the London Borough of Harrow as an Assistant Network Planning Officer and play a vital role in keeping our roads safe, efficient, and well-managed. This is a fantastic opportunity for a technically minded professional to support our Highway Network Management Team in delivering high-quality, customer-focused services.

Key Responsibilities

• Provide technical support to ensure compliance with the New Roads and Street Works Act 1991, Highways Act 1980, and Traffic Management Act 2004.
• Coordinate highway works to maintain traffic flow and minimise disruption across the borough.
• Manage and inspect works on the Highway Network, ensuring legal and operational standards are met.
• Liaise with internal departments and external work promoters to reduce disruption and improve collaboration across Harrow and neighbouring authorities.
• Enforce the Permit Scheme, issuing notices and charges where necessary.
• Process invoices and follow up to ensure financial accuracy and accountability.

Requirements

• Strong understanding of technical/professional standards, codes of practice, and regulations related to the Traffic Management Act 2004 and New Roads and Street Works Act 1991.
• Working knowledge of health and safety legislation and approved codes of conduct.
• In-depth familiarity with the London Permit Scheme.
• Civil Engineering background is welcomed, especially with interest in highway operations and traffic management.
• Excellent communication skills, attention to detail, and the ability to thrive in a fast-paced, collaborative environment.
