A major UK infrastructure organisation delivering a large and complex portfolio of capital and construction programmes is seeking an experienced Senior Procurement Manager to join its senior commercial leadership team.


This is a pivotal role supporting the delivery of a long-term investment programme across a diverse estate of live operational assets. The successful candidate will play a key role in shaping and embedding a consistent, best-practice approach to capital procurement at both programme and project level, while operating within a highly regulated, safety-critical environment.

Working as part of a closely aligned, finance-led procurement function, you will provide strategic leadership across multiple concurrent programmes and act as a senior commercial partner to delivery, engineering, legal, and finance stakeholders.


Key Responsibilities:

  • Own, develop, and embed a consistent capital procurement approach across programmes and projects, aligned to wider business and investment objectives.
  • Lead procurement and commercial strategy from early market engagement through tendering, contract award, and delivery across major capital and construction projects.
  • Approve procurement strategies, tender evaluation reports, and contract award recommendations for complex, high-value procurements.
  • Lead the acquisition, renewal, and management of supplier frameworks, including specialist and strategic suppliers, with clear governance and approval controls.
  • Drive effective supplier relationship management across multi-tier supply chains, managing performance, capacity, risk, and alignment.
  • Lead engagement with the external market, from pre-procurement and bidder engagement through to contract conclusion.
  • Deliver robust, compliant procurement activity in line with internal governance, commercial standards, and procurement tollgates.
  • Lead complex commercial negotiations and support the resolution of contractual issues and disputes.
  • Partner closely with project teams to balance cost, risk, schedule, quality, and sustainability considerations.
  • Provide leadership and direction to procurement professionals, fostering a collaborative, inclusive, high-performance culture.
  • Contribute to the continuous improvement of procurement processes, tools, and capability across the capital delivery function.


Required Experience & Background:

  • Extensive senior-level experience in capital and construction procurement within complex, multi-stakeholder environments.
  • Proven track record of delivering end-to-end procurement for high-value, technically complex construction programmes.
  • Strong knowledge of construction contract frameworks, with demonstrable experience operating within a NEC4 environment (including Options A, C, and E across works and services).
  • Experience procuring a range of scopes including construction, specialist systems, professional services, and design.
  • Confident operating within a matrix structure and influencing senior stakeholders in regulated or operationally critical environments.
  • Highly commercially astute, resilient, and comfortable managing ambiguity and challenge.
  • Strong leadership capability, with experience developing teams and embedding consistent procurement best practice.


Qualifications:

  • Degree-qualified (or equivalent experience) in a commercial, construction, or business-related discipline.
  • Professional qualifications such as MCIPS, RICS, or equivalent are strongly preferred.
  • Additional credentials (e.g. APM, Prince2, Lean) are advantageous but not essential.
