Project Manager – Reform of Services for Children
Rate: £450–£540 per day Contract: Interim Duration: 6 months, with potential to extend Working Arrangement: Minimum 3 days per week (flexible)
About the Role: Our Client and its partners are undertaking a major reform programme to improve outcomes for children, young people and families. This programme spans Early Help, Social Care, Education and SEND, with a strong focus on early intervention, kinship care, multi‑agency collaboration and improving stability for children in care.
To accelerate delivery, Our Client is seeking an experienced Programme Manager to lead and drive the Reform of Services for Children programme. This is a senior, specialist consultancy role providing strategic programme leadership, robust project management and expert change support across multiple workstreams.
Key Responsibilities:
* Develop and maintain a comprehensive reform programme plan covering all workstreams, milestones, dependencies and resources.
* Provide senior‑level programme leadership, ensuring alignment with strategic priorities.
* Embed strong project management disciplines, reporting, governance and performance monitoring.
* Coordinate multi‑agency stakeholders, including operational teams and strategic partners.
* Identify risks early and provide independent challenge and mitigation advice.
* Support culture change and workforce engagement across children’s services.
* Produce high‑quality reports, dashboards and highlight updates for senior leadership.
* Build internal capacity to enable sustainable reform beyond the contract period.
Essential Experience:
* Proven senior‑level project or programme management experience.
* Demonstrable experience within Children’s Services (Social Care, Early Help, Education or SEND).
* Strong background in multi‑agency partnership working.
* Experience leading large‑scale reform or transformation programmes.
* Confident communicator, skilled at working with senior leaders and stakeholders.
Additional Information:
