The Northern Endurance Partnership (NEP) is developing onshore and offshore infrastructure needed to transport CO2 from carbon capture projects across Teesside and the Humber – collectively known as the East Coast Cluster - to secure storage under the North Sea. The infrastructure is crucial to achieving net zero in the UK’s most carbon intensive industrial regions.

NEP is in an incorporated joint venture established solely to develop and operate CO₂ transportation and storage infrastructure on behalf of the NEP Shareholders – bp, Equinor and TotalEnergies.

In December 2024, NEP announced financial close, giving the green light to proceed to the execution phase of the transportation and storage infrastructure network that will serve three initial carbon capture projects on Teesside: NZT Power, H2Teesside and Teesside Hydrogen CO2 Capture. NEP expects to commence construction from the middle of 2025 with start-up expected in 2028.

About the role

This is an exciting opportunity to be involved in a major first of a kind project for the UK.

The NEP Onshore Humber Project Manager role is part of the venture leadership working on the expansion of NEP. The role is envisaged to initially report directly to the Managing Director of NEP, who operates under the direction of the NEP Board. As the IJV matures, it is possible that organisation will change and this role will slot under a more senior Expansion Manager, charged with delivering the overall integrated Investment Decision for Expansion.

The scope of the role will be the Humber Onshore component of the Expansion, likely consisting of an 88km onshore CO2 pipeline running south of the Humber, crossing to the North Bank and connecting to offshore infrastructure. The successful candidate will deliver a mature, safe, fit for purpose, cost effective and competitive project for all stakeholders. They will provide leadership and direction for project delivery teams to ensure safe design and a quality execution, including engineering, business stakeholders, commercial, procurement, regional integration, and will provide performance management against agreed delivery targets.

As part of this role, the NEP Onshore Humber Project Manager will set up the Joint Venture project management processes as well as establish the codes and standards for the JV to facilitate FEED and detailed engineering and design.The JV team will also lead the DCO consenting process.

Key accountabilities

  • Work closely with the JV leadership team to resource the JV project management organisation. This may include secondees, agency staff, direct hires into the joint venture, and contract for services.
  • Set up the JV project management systems and processes
  • Create the JV codes and standards hierarchy, initially for onshore pipeline construction, but ultimately expanding to include all project scope
  • Plan and lead the development of contracting, procurement, and construction management/execution strategies
  • Lead and manage project cost, schedule, safety, risk and operability, aligned with the business plan and objectives throughout the various project investment stages
  • Interface with stakeholders to ensure alignment of project objectives with business drivers
  • Work with the HSSE Project Team to identify and effectively mitigate HSSE risk
  • Deliver a successful DCO consenting process.
  • Conduct rigorous performance management against the plan.
  • Drive standardisation and industry solutions to improve cost competitiveness and capital efficiency, and deliver inherently lower cost, easier to operate, safer and environmentally efficient project outcomes.
Education

  • A minimum of a technical bachelor degree level qualification
Essential Experience and Job Requirements

  • Relevant experience and accountability in the energy industry with demonstrable capability and track record in the delivery and project management of complex projects safely.
  • Experience in onshore project delivery (pipelines or facilities)
  • Project management expertise with ability to develop project management codes and processes for a new business.
  • A leader and integrator that is an inclusive and respectful individual capable of building strong relationships, influencing and collaborating with others; understanding the big picture and driving focus on what matters; able to work with complex, ambiguous and limited data.
  • Experience with technical or commercial study management
  • Ability to professionally interact with external stakeholders in industry, authorities, politics and public at large
  • Excellent English oral and written communication skills
  • Good business ethics and general knowledge of negotiations, contracts, financing & regulatory consenting.
 

Desirable criteria

  • Relevant experience and accountability leading onshore pipeline and infrastructure projects in the UK regulatory regime
  • Relevant experience setting up and leading standardized project programs.
  • Experience working in or with Joint Venture partners
  • Experience working with the transportation of CO2 and CCUS projects
  • Experience working with UK regulatory organisations (e.g. NSTA, DESNZ, HSE)
  • Chartership or Professional Engineering or Project Management accreditation.
