Job Details Permanent, Full Time 35 Hours, 5 days per week $120,611 - $132,159 + Super Job Description We are seeking an experienced and strategic Learning and Organisational Development Lead to lead the design, delivery and continuous improvement of Council’s leadership, learning and organisational development capability. In this pivotal role you will lead a dedicated team of analysis, design, implement and evaluate contemporary learning and organisational development programs, practices and frameworks that cultivate a values-based, inclusive and high performing workforce. You will play a key role in enabling Councils strategic directions to be achieved through people. The role has both strategic and operational scope and leads major programs of work across the employee lifecycle, including the implementation of a new Learning Management System (LMS), workforce management strategy initiatives, onboarding, diversity and inclusion, employee engagement and culture, performance and capability development, coaching and mentoring, talent and succession planning, study assistance and employee recognition. Key Responsibilities
Leading and developing the learning and organisational development team to deliver high-quality client-focused and innovative service, frameworks, programs and practices across a diverse workforce. Identifying current and emerging organisation-wide learning and organisational development needs through research, data analysis, stakeholder consultation and best-practices thinking. Designing, implementing and continuously reviewing the Learning and Organisational Development Strategy and associated framework and practices. Providing high-level strategic advice, consultation, coaching and project management across a broad range of leadership, learning and organisational development initiatives. Partnering with key internal and external stakeholders to co-design, implement and evaluate best-practice solutions. Managing the learning and organisational development budget. Leading the design, project management and delivery of leadership development and organisational development projects that support a high-performing, engaged and capable workforce. Fostering a collaborative and continuous improvement culture withing team by reviewing and implementing new ways of working that improve efficiency, service delivery and customer outcomes. Overseeing and maximising the effectiveness of the LMS, policy and procedure development, and contract management in partnership with payroll and workforce reporting.
About You You are a strategic, people-centred leader with a strong track record in learning and organisational development. You bring contemporary thinking, strong influencing skills and a collaborative approach to uplifting organisational capability and driving meaningful cultural change. You Will Bring
A degree in Human Resources, Business Management, Learning and Organisational Development, or equivalent high-level relevant experience. A current Class C Driver's Licence. Proven L&OD project management experience. Ability to deliver & execute from strategy to operational delivery at pace. Demonstrated experience leading and managing teams and delivering a broad range of leadership, learning and talent development services. Proven ability to research, analyse, design and embed innovative, fit-for-purpose learning and organisational development frameworks, programs and practices within budget and time frames. Experience developing and leading learning and organisational development strategies that deliver practical, strategic outcomes aligned to organisational priorities. Strong experience building trusted partnerships and influencing senior leaders within a complex and diverse organisation. Extensive knowledge of contemporary leadership, learning and organisational development approaches, models and best practices, including the ability to interpret and apply relevant legislation, awards, agreements and policies. Highly developed interpersonal, negotiation, conflict resolution and written communication skills, with the ability to engage effectively across all levels of the organisation.
