Corporate Health & Safety Coordinator.
This role will provide strategic leadership, governance, and assurance on health and safety compliance across all services within a large and complex London housing organisation.
The postholder will act as the
senior competent person and Responsible Person
under relevant health and safety, fire safety, and building safety legislation, ensuring statutory compliance, effective risk management, and continuous improvement across the organisations estate, workforce, contractors, and service users. The role includes leading the implementation of
Martyns Law (Protect Duty)
across corporate buildings, public-facing venues, and communal spaces, ensuring robust security risk assessments, staff training, emergency preparedness, evacuation planning, and business continuity arrangements.
The postholder will provide assurance to
Executive Leadership, Boards, Audit Committees, and external regulators , and will have authority to escalate unacceptable risks and require immediate remedial action where necessary. Key Accountabilities Strategic Leadership & Assurance
Act as the organisations
senior competent person for health and safety , including fire safety, gas safety, asbestos, water hygiene, lifts, contractor management, staff wellbeing, and general risk management. Act as
Responsible Person
for corporate buildings in accordance with the Fire Safety Order, Building Safety Act, and associated regulations. Provide strategic oversight and assurance across all service areas, including Corporate Property, Housing Services, Schools, Adult Social Care, Childrens Services, and Environmental Services. Lead the profiling of organisational health and safety risks, identifying control measures, gaps, and assurances to inform corporate business planning and the corporate risk register. Ensure a
suitable and sufficient safety management system
is in place and fully embedded across all services, aligned with legislation, regulatory guidance, and best practice.
Martyns Law / Protect Duty
Lead the implementation of
Martyns Law
requirements across all relevant premises and public-facing services. Ensure security risk assessments, evacuation planning, emergency preparedness, staff training, and business continuity arrangements are compliant with national guidance. Act as lead liaison with
Counter Terrorism Security Advisors (CTSAs)
and relevant external agencies. Provide assurance to senior leadership and elected members on compliance status and readiness. Governance, Reporting & Risk Escalation
Provide regular and annual reports to Executive Leadership, Boards, Audit Committees, and other governance forums on: Compliance status Emerging risks Incident trends Mitigation strategies and performance outcomes
Maintain and oversee the corporate
Health & Safety Risk Register . Escalate unacceptable risks and take decisive action where required, including instructing unsafe practices to cease. Monitor the implementation of agreed recommendations and corrective actions. Operational Oversight & Compliance
Lead, coordinate, audit, and monitor health and safety compliance across all departments and third-party providers. Ensure statutory inspections, audits, and risk assessments are carried out, reviewed, and quality-assured consistently across the organisation. Oversee the investigation of reportable accidents, dangerous occurrences, and violent incidents, ensuring compliance with statutory requirements and best practice. Compile and analyse corporate accident and incident data, presenting trends, root causes, and recommendations to senior leadership and governance boards. Advisory & Professional Leadership
Act as principal professional adviser to the
Chief Executive and Senior Leadership Team
on all health, safety, and welfare matters. Provide a comprehensive advisory service to all departments, including: Health and safety policies and procedures Guidance notes and safe systems of work Training standards and competency frameworks
Ensure policies and procedures are regularly reviewed, updated, and effectively implemented. Keep abreast of legislative and regulatory changes, producing clear guidance and ensuring timely organisational adoption. Lead engagement with regulators, trade unions, and external bodies on health and safety matters. Training, Culture & Engagement
Define organisational standards for health and safety training, competence, and experience. Identify training needs and ensure delivery of appropriate programmes, including induction and refresher training. Promote a strong, positive health and safety culture across the organisation. Chair and manage the
Corporate Health & Safety Committee
and other relevant governance forums. Foster effective collaboration with departmental safety leads and managers. People Management
Lead and manage a team of professional Corporate Health & Safety Officers. Set clear objectives, provide professional supervision, and support continuous professional development. Ensure consistent performance, quality, and compliance across the teams work. General Responsibilities
Ensure all duties are carried out in accordance with organisational values and customer care standards. Undertake any other duties commensurate with the seniority and scope of the role, as required by the Assistant Director
Corporate Property & Health & Safety.
